Brief Explanation of Work-Related Personal Mobility (WPM)
- Climate Agreement:CO2 emissions must be reduced by 49% by 2030.
- Reporting requirement: Employers with more than 100 employees must report on their WPM.
- Data collection: Data can be collected through surveys, apps, and theCO2& Energy RI&E.
- Enforcement: Reports must be submitted by June 30, 2025, at the latest, and will be reviewed by the Environmental Agency.
- CO2 Reduction: CO2 emissions can be reduced by traveling less, changing how we travel, and using cleaner vehicles.

Who needs to register?
Starting July 1, 2024, companies with more than 100 employees will be required to track their employees’ commutes.
– The reference date is January 1 of the reporting year.
– This applies to employees who work more than 20 hours per week in paid employment.
– The determining factor here is the number of employees per Chamber of Commerce number.
What do you need to register?
This refers to the total number of business-related miles driven per year.
Please note that all other business-related miles must also be reported, with the exception of air travel.
How do you register?
If you use the CO2 & Energy RI&E, you can record your commute under "
" > "CO2 & Energy Monitoring" > "Transport" > "Commute."

For leased vehicles, a flat-rate method applies to this calculation:
The total number of kilometers driven, minus commuting, minus 8,900 kilometers for personal use (determined on a flat-rate basis).
It is permitted to conduct a survey instead of a full registration. The survey then covers a single representative week, for example, the period March–May or September–November. If your organization has 350 employees, the response must be 306; if your organization has 15,000 employees, the response must be 2,070 (for more information, see www.steekproefcalculator.com).
When should you report?
The 2024 report must be submitted by June 30, 2025, at the latest. The report will be reviewed by the Environmental Services Department at the main office. A penalty may be imposed for late or incorrect reporting.
